The User class has a MayCreateAdministrators property that is displayed in the preview step but never set from the wizard. It should be removed.

Override the "Finish" button on the last step

This is needed for when the OnNext() method adds more step to the sequence. In such cases, the last step might not really be the last, hence the "Next" button isntead of "Finish".
